»»North American Airlines Temporarily Waiving Bag Fees - Consequence of Security Changes

Some North American airlines are temporarily waiving bag fees. The purpose of this is to alleviate the big impact on air travelers from the latest security changes resulting from the failed Christmas Day bombing.

Canadian officials banned most carry-on luggage for U.S.-bound passengers. usatoday.com reports that following the announcement by Transport Canada many carriers have waived checked bag fees.

Air Canada waived checked bag fees, up to three bags, for U.S.-bound customers at Canadian airports.

Domestic airlines - US Airways, United Airlines and American Airlines - made similar changes.
US Airways has waived bag fees, up to two bags, for passengers coming to the USA from foreign destinations. The changes do not apply to flights from San Juan, St. Thomas and St. Croix. 

United has also temporarily waived bag fees for flights to the USA from the following destinations: Amsterdam, Canada, London, Brussels (waiver ends January 8 ) and Frankfurt (waiver ends Dec. 30).

American Airlines has temporarily waived fees for customers of U.S.-bound flights from Canada, but the waiver applies only to bags “that were originally intended for carry-on.” A second or third bag or any bags that are too large to be carry-ons will not be exempted from the fee. The same rule applies to its U.S.-bound flights from Belgium until Jan. 8.

Continental and Delta airlines have made no changes to their baggage fees. (source)
