»»New Rules for Air Travel in North America
Beginning January 23, air travelers to and from Canada, Mexico and the Caribbean will need a passport to cross the U.S. border.

U.S. citizens traveling to Canada, Mexico and the Caribbean now need just a driver’s license for identification, from January 23 they will be required a passport if they travel by air. Land and sea travelers also will be required a passport starting from June 1, 2009.
- Acceptable alternative documents
The other document proposed to be accepted for air travel is the Nexus Air card, for which enrollment is limited to citizens of Canada and the United States.
A passport card, which would work like a passport, is currently under development and will be available for use for travel to Canada, Mexico and the Caribbean by land or sea only. It would cost just $20 (vs $97 for a passport) and is expected to be introduced by the end of 2007.
